Govt. constitutes ministerial panel for creating an independent environmental regulatory authority

The Government has set up a four-member ministerial panel to prepare a framework for creating an independent environmental regulatory authority to monitor the compliance of environment laws in the country. The Cabinet took the decision Thursday evening.

Law Minister Ravi Shankar Prasad told reporters after the Cabinet meeting that the Cabinet has approved setting up of a four-member committee of ministers to suggest the structure of the regulator and look into other measures. Road Transport Minister Nitin Gadkari, Chemicals and Fertilisers Minister Ananth Kumar, Power and Coal Minister Piyush Goyal and Environment Minister Prakash Javadekar are the members of the panel.

The panel will propose the structure of the regulator for appraising projects, enforcing environmental conditions and imposing penalty on polluters.

The regulator would be tasked with appraising environmental impact assessments for setting up new industries, monitoring the compliance of conditions laid down during the grant of clearance of projects, and prescribing penalties for errant companies.

The Cabinet decision is a follow up to the Supreme Court direction to the central government to appoint a national regulator under the provisions of the Environment Protection Act for appraising projects, enforcing environmental conditions and impose penalty on polluters.
